A False Answer, a Big Political Connection and $260 Million in Tax Breaks

Born and raised in the Village of Spring Valley, L’Tanya Watkins lives in Nanuet with her husband, Scott Young. L’Tanya has three daughters and 11 grandchildren.
L’Tanya attended Spring Valley Senior High School, Rockland Community College, Pace University and New York Law School. After raising an issue about justice in the first grade, her teacher said, “You just won your first case.” From that moment forward, L’Tanya never wavered on the direction of her life’s work. Ms. Watkins Esq. is in private practice in New City, focusing on criminal and civil law.
A life member of the Spring Valley branch of the NAACP, and former member of the Rockland County Women’s Bar Association, L’Tanya is currently the Chaplain and a Board member of Rockland County Action Coalition Lohud, Inc.
L’Tanya was recently selected to serve as the Co-Chair of the Police Reform Committee for the Rockland County Sheriff’s Dept. She spoke at the December 10 hearing of the Rockland People’s Panel on Policing on behalf of her childhood friendTina Davis, whose 2020 death in police custody in Spring Valley made national headlines. In addition to criminal justice reform, L'Tanya will focus on housing, health care, and educational equity.

What: Stony Point United Petitions to Demand a Referendum on the Sale of a Publicly-owned Patriot Hills Golf Course.

November 2, 2020, A group of citizens submitted petitions containing 525 signatures to the Stony Point Town Clerk, Megan Carey. The petition demands the right to vote in a referendum on the sale of the Public-owned Patriot Hills Golf Course, catering halls, clubhouse, and Letchworth Village.
The 525 signatures were collected by 45 Stony Point citizens. According to one of the organizers Greg Julian, “We, the people of Stony Point, demand our right to vote on the fate of the sale of public land in a Referendum,” Julian continued, “The people of Stony Point will not tolerate the secret back-room deals between the elected officials and the rich and powerful of Stony Point.” Julian said, ”Three years ago we stopped New Planet Energy dumping 4500 tons of NYC garbage every day into Stony Point. The Town Board fully supported New Planet Energy. Now we will stop this latest attempt by the Town Board to privatize our land for the wealth of a few.”
Dr. Gregory Julian is a participant in Stony Point United (www.stonypointunited.com; www.Facebook.com/stonypointunited). Stony Point United is a group of concerned citizens seeking to protect the rights of Stony Point citizens to participate in the sustainable development of Stony Point. Stony Point United is registered with the NYS Board of Elections as a committee seeking a “NO” vote on the Referendum to sell the golf course. Julian states, “By the Town Board’s own estimate the worth of the golf course is $13,000,000. That was the value they used when the Town Board sought a favorable rating for a bond just a few years ago. Now they want to sell it for $3.000,000, plus some still to be decided extras to sweeten the deal? Ridiculous!’
In 2003, the Stony Point taxpayers voted favorably in a Referendum to build the Golf Course. The taxpayers of Stony Point faithfully paid 24.2 million in principle and interest over the past 17 years. Only 1.7 million dollars remains over the next seven years to retire the debt. The Town Board refuses to have public meetings on the sale, reveal the terms of the contract, predict the tax revenue it anticipates from the privatization of public property.
In September 2018, Supervisor Monahan reported to the Rockland Business Journal that the Town was receiving a $10,000 a month stipend giving Raja Amar the exclusive rights to develop the parcels. By using the Freedom of Information Act we learned that the Town was not receiving the payment. As of November 1, 2020, count that as a loss of $260,000 for 26 months of non-payment.
Although asked repeatedly in Public Meetings, the Town Board still fails to reveal any Certified Appraisal on the worth of the parcels. Even worse, they may never have commissioned a certified appraisal of these publicly owned properties before putting out a proposal of sale.
History of the Referendum Efforts:
February 25, 2020, the Town Board passed Resolution 2020-7 authorizing the Supervisor to sign a yet unwritten contract for the sale of the 267 acres Patriot Hills Golf course and catering halls for 3 million dollars, and the sale of the 26 acres Letchworth Village for one dollar to an LLC headed by Raja Amar. The Resolution authorized
March 24, 2020 a petition containing 543 signatures of Stony Point voters was accepted and filed by the Town Clerk of Stony Point. Calling for a Permissive Referendum to vote on the sale.
May 6, 2020, a Garden City, NY law firm that represents the proposed buyer Raja Amar’s LLC, filed motions in the name of William Dwyer and Margaret Dwyer, in the NYS Supreme Court challenging the referendum petition on technical grounds.
August 25, 2020, the NYS Supreme Court-Rockland County issued a decision, reached by electronic filing, that declared the petitions invalid on technical grounds.
October 30, 2020, Michael Diederich, Counsel to the petition signatories, submitted motions to the NYS Appellate Division to overturn the ruling handed down on August 25, 2020.

Improving Education & Investing in Our Children's Futures
Governor Cuomo and New York Democrats have increased education funding by nearly $3 billion in recent years, and given 3- and 4-year-olds access to the services that help them grow with universal pre-K. New York Democrats also established nation's first free public college tuition program, providing middle-class families and individuals making up to $125,000 per year the opportunity to attend college tuition-free at all CUNY and SUNY two- and four-year colleges in New York State.
Reducing Gun Violence
When the Sandy Hook tragedy happened, New York Democrats took common-sense action, requiring universal background checks on gun purchases, increasing penalties for people who use illegal guns, setting a penalty of life in prison without parole for anyone who murders a first responder, and establishing the toughest assault weapons ban in the country.
Guaranteeing LGBTQ Rights
In 2011, New York became the largest state in the nation to pass Marriage Equality, ensuring that same-sex couples are treated equally, and with dignity under the law. Governor Cuomo and New York Democrats have also taken decisive action to enact new protections for transgender New Yorkers, even as Republicans in the state Legislature attempted to stonewall progress.
Fair and Open Elections
New Yorkers led efforts throughout history to ensure everyone has the right to vote. But Republicans in the state Legislature have obstructed progress on improving our laws to ensure that people can exercise that right. New York Democrats are leading the charge in 2018 to open the doors to our democracy by advancing reforms that will establish early voting, automatic registration, same-day registration, and no-fault absentee ballots.
A Legacy of Women's Rights
New York is the birthplace of the women's rights movement. We stand on the shoulders of giants like Shirley Chisholm and Bella Abzug, Geraldine Ferraro, and Mary Burnett Talbot – and we will never back down. New York Democrats are leading the fight to protect Roe V. Wade, end sexual harassment in the workforce, keep guns out of the hands of those guilty of domestic violence, ensure access to affordable contraception, and much more.
Environmental & Climate Leadership
No other state in the country has taken stronger action to combat climate change, and ensure clean air and water for all residents, than New York. Governor Cuomo enacted a groundbreaking fracking ban, and New York Democrats have set a bold agenda to ensure that 50% of all electricity consumed by 2030 comes from renewable sources. We're also on the path to building the nation's largest offshore wind farm, and creating good jobs while fighting climate change through a growing solar energy industry.
Protecting Taxpayers from the #GOPTaxScam
New York already sends $48 billion more to Washington each year than we get back. Now Republicans want to increase that by another $14 billion. This hits millions of New Yorkers will higher taxes, averaging $3,200 per family. The plan also boots nearly 850,000 people off their health insurance. Governor Cuomo and New York Democrats are hitting back, taking bold action to ease the blow to our middle-class families by restructuring the tax code, and bringing leaders from several states together to file suit against the Republicans' politically motivated attack on taxpayers.
Helping Workers Rise Up
As Republicans provide giveaways to hedge fund billionaires, Governor Cuomo and New York Democrats have stood side by side with workers, enacting the country's first statewide $15 minimum wage to ensure millions of workers across all industries make a livable wage, Paid Family Leave which protects those providing care for an infant or sick loved one, and wage theft enforcement, which has returned millions of dollars in stolen wages to tens of thousands of workers, and much more!
